Licensing services. (All three licences must be issued by the same authority)

the area of operation.
Section 19 Small Bus (Minibus) & Large Bus Permits
-Transport Act 1985; Local Transport Act 2008. - Amended regulations became effective from April 2009.
Small bus permits issued by the Traffic Commissioner for
the area, some Local Authorities and authorised umbrella organisations. Large Bus Permits issued by the Traffic Commssioner.
Section 22 Community Bus Permits - Transport Act 1985; Local Transport Act 2008. - Amended regulations became
effective from April 2009.
Hire and Reward for minibuses and buses/coaches.
Hire and reward operations are not dependant on any element of profit; the fact that
no profit is being made, for example, by organisations or groups with charitable status is irrelevant.
The following are examples of Hire and Reward operations:-
- passengers directly pay a charge per person for a journey
- passengers
are invited to make a voluntary contribution
- passengers pay a total charge, e.g. for a holiday,
which includes proportion towards the cost of transport
- passengers pay for an activity at the end of a journey
and their participation in that activity means they can expect to be carried on the vehicle which has been organised to take
them there even though there is no specific payment towards the cost of the journey
- the cost, or any part of the cost, of the bus is taken from funds which include membership subscriptions from passengers
- a bus
is hired and part or all of the cost is shared among the passengers
- passengers do not pay directly to use the vehicle
but buy fuel for it.
In order to operate Hire and Reward Services and dependant on the status of the operator one of the following
will be required:-
- a PSV Operator's Licence, (Commercial Bus/Coach companies)
- a Small/Large Bus Permit, Section 19 or a Community Bus Permit, Section 22 . (non-profit making organisations)
